5	Consideration of the adoption of a negative declaration (State Clearinghouse #2007122038) and proposed regulations on mammalian tissue composting	Regulations Adopted (Consent)	These regulations authorize research composting operations to use unprocessed mammalian tissue as a feedstock, as well waive certain terms and conditions of a solid waste facilities permit and applicable SMS in an emergency. The Board determined that the adoption of the regulations is exempt from the requirements of the California Environmental Quality Act (CEQA).

7	Consideration of the Imperial Valley Resource Management Agency Joint Powers Formation Agreement Between the Cities of Brawley, Calexico, Calipatria, El Centro, Holtville, Imperial, Westmorland, and the Unincorporated Imperial County	Approved (Consent)	This agreement will create a more efficient system for disposal and diversion reporting saving staff time and resources for the County.
