Subject: Review, Comment and Approval of Recent Updates to the Permit Toolbox Priority List

Dear Mr. Levenson:

The Enforcement Advisory Council (EAC) met on June 24, 2004 and passed Resolution 2004-01 approving a new priority list for the Permit Toolbox Maintenance and Advisory Committee (tMAC). John Whitehill gave a presentation on the status of the Permit Toolbox including a list of priority items to be address in making the Toolbox even more effective than it already is. The EAC discussed, commented and approved the recommendation with some changes. This has been a valuable resource for LEAs and Waste Board Staff. Jon has been very effective at using LEA and Staff resources in a useful manner for this Committee.

The updated priority list includes: Construction, Demolition and Inert Debris (CDI) Toolbox and "Laundry List", updated and additional compost permit resources, public hearing/public input/AB 1497/hearing panel page, exclusions vs. exemptions, additional (California Environmental Quality Act) CEQA guidance and resources, more tools and resources on writing full permits, and waiving timelines, withdrawing permits and applications.
