There are many technical and scientific publications and references pertaining to closure and postclosure. Below is a list of Board technical documents including advisories, guides, and papers as well as slide presentations and videos on various aspects of landfills including discussions of design, environmental restoration, monitoring and closure of landfills in California.

Regional Water Quality Control Board Jurisdictions

The California Regional Water Quality Control Board offices are divided into nine distinct regions in California. Regions 5 and 6 are further divided into three and two separate subregions respectively.

The Closure Loan Program

The California Integrated Waste Management Board (CIWMB) is authorized to award approximately $640,000 in competitive, interest-free loans for the 2004/2005 funding cycle. Eligible applicants are owners and/or operators of older-technology, unlined landfills who desire to close early to avoid or mitigate potential environmental problems caused or threatened by continued operation of the site. Landfill Closure Loan Program (LCLP) loans are awarded on a competitive basis. Applicants must complete and submit an application to the CIWMB by the March 14, 2005 deadline. The LCLP anticipates awarding loans by June 30, 2005, with maximum loan amounts not to exceed $500,000 per landfill project. Loans must be repaid over a period not to exceed ten (10) years. The LCLP 2004/2005 funding cycle application package is now available.

LEA Advisories

The intent of advisories is to provide guidance to local enforcement agencies (LEA) in performing their duties. Guidance, for this purpose, is defined as providing explanation of the Board’s regulations and statutes. The subject matter of the advisories includes procedures, suggested approaches to problem solving, guidance on development of mandated programs, and scientific methods.

Solid Waste Information System (SWIS)

The Solid Waste Information System (SWIS) database contains information on solid waste facilities, operations, and disposal sites throughout the State of California. The types of facilities found in this database include landfills, transfer stations, material recovery facilities, composting sites, transformation facilities, waste tire sites, and closed disposal sites.
