Emergency Construction and Demolition/Inert Debris Processing Operations (all)      
Construction and Demolition Waste and Inert Debris Disposal: Any use (e.g., grading) of gravel, rock, soil, sand and similar, that has never been used in connection with any structure, road, parking lot, or similar use.
