Workshop Objectives

Each workshop will provide participants with an opportunity to review, discuss, and make comments on the current recommendations for regulatory oversight and enforcement at compostable organic materials handling sites.

Morning Session-- Exploring Together

  • Appropriate regulatory tier (feedstock, volume, contamination and process).
  • Pathogen reduction & metals
  • Food and biosolids handling
  • Odor impact minimization plan

The workshop is for facility operators, agricultural processors, compostable material stockpilers/users, local enforcement agencies, Waste Management Board staff, local government, and other interested parties. Discussion will focus on building environmentally sound and community friendly organic material handling operations and facilities in California.

Background

The regulatory oversight of compostable organic materials handling sites continues to evolve, as does the industry. There have been several revisions to the regulations to address new issues of statewide significance. These proposed regulations will also fulfill, in part, a legislative mandate of SB 675, which requires the CIWMB to implement appropriate odor management recommendations. Join us and participate in reviewing, discussing and revising the proposed regulations. The regulations are meant to address industry, environmental and public health concerns.

Compostable Organic Material Processing
Compostable organic materials make up 30 percent of the waste stream in California. Currently over 100 regulated composting sites operate statewide along with an unknown number of chipping and grinding operations. To meet our solid waste diversion goals of 50 percent, industry and local government expect the number of these sites and the volume of material to increase dramatically. Members of the public continue to voice concern about nuisances and perceived health risk at some of these sites. Future facility siting and regulatory oversight challenge state and local government, industry, and the public to work together for sustainable solutions.
