SB 675 and Compostable Organic Materials Regulation Workshop Handouts

The CIWMB conducted six workshops on the SB 675 workgroup's recommendations and organic compostable materials regulation concepts during September 1999. At the workshops, Board staff gathered input from LEAs, air districts, and industry on the SB 675 workgroup's recommendations on odors at composting facilities/operations and other organic materials handling sites (i.e., odor measurement and thresholds, complaint response procedures, and enforcement tools). In addition, staff collected feedback on regulatory concepts under consideration for inclusion in revisions to the composting operations regulatory requirements. The handouts distributed at the workshops are included below.

What level of regulatory oversight should various compostable organic materials sites have?

Staff presented the input gathered from the workshops to the CIWMB at its November 15, 1999, meeting (see Agenda Item 39 for staff report, attachments, and resolution).  The CIWMB adopted six of the workgroup's recommendations (as summarized below).

A. Update LEA Advisories (#32, #33, and #49)
B. Develop Complaint Investigation and Response Protocol

III. Compliance or Enforcement Tools

B. Research Best Management Practices (BMP)
C. Develop a BMP Guidance Document for Use by Industry, LEAs, Air Districts, and Other Interested Parties

The CIWMB confirmed compliance with the requirements of the bill in a letter dated January 6, 2000, from CIWMB Chairperson Dan Eaton to Senator Jim Costa, the author of SB 675.
