Background: With greater "environmental equity" as a primary goal, the California Integrated Waste Management Board (CIWMB) is in the process of upgrading the composting regulations. Determining which compostable organic materials will be affected by these regulations is the primary task. Due to the unique challenges associated with the handling of different types of materials (i.e., threats to public health, safety, and the environment, creation of public nuisances, or other "good neighbor" issues), we must define which "compostable organic materials" will be subject to specific regulations. Please draw upon your experience with various material types and the challenges associated with their handling. In this exercise, we hope to use your insights to develop a definition of "compostable organic materials." I. Is it a Compostable Organic Material? Please look at each sample and determine whether it meets your idea of a compostable organic material. Circle "Y" for yes and "N" for no.
II. What common and unique characteristics do compostable organic materials have?
III. Defining Compostable Organic Material. Based on the above characteristics, please draft a definition. Compostable Organic Material means:
A proposal: "Compostable Organic Material" means any organic material that when accumulated, aerated, and brought to the optimal moisture level for rapid decomposition of the material, will become active compost within 48 hours.
