Liquefied Natural Gas from Landfill Gas Demonstration Grant

Evaluation and Scoring Criteria Template

The application period for this grant cycle closed April 2, 2007.

Your grant project proposal will be evaluated and scored based on the information presented below and the attachments. This document must be used as a template to present your grant project proposal. A minimum score of 60 (out of 100) is required for funding.
  1. Grant Need Narrative (10 points total). Clearly and convincingly describe and demonstrate why the grant project should be funded (e.g., benefits, end products, etc.).

Proposal describes the target population, geographic area, and gaps in renewable biofuels sources, barriers, financing or other environmental considerations to justify the need for this project and convincingly presents why CIWMB grant funds are needed for this project (6 points subtotal).

Proposal convincingly demonstrates, using both narrative and data, how the anticipated outcome of the project would significantly increase utilization of biofuels from landfill gas pursuant to State goals and mandates (2 points subtotal.

Describe and estimate quantitatively how the proposed project leads to a reduction of criteria pollutants (e.g., NOx, CO, SOx, PM), toxic air pollutants, and greenhouse gas emissions (2 points subtotal).

  1. Goals and Objective Narrative (15 points total). Describe the landfill with respect to the current and predicted future quantity and quality of landfill gas, including ability to sustain 10,000 gallons per day of liquefied natural gas (LNG) production. Describe current landfill gas collection, control, and recovery systems, including the quantity and capacity of gas flared and otherwise recovered for beneficial use. Describe accomplishments to be achieved from completing this grant project by listing measurable targets, and/or objectives that must be met on the way to ensure success.

The landfill site chosen is clearly demonstrated as appropriate for the grant project (8 points subtotal).

Proposal clearly describes goals and objectives which are in accordance with the required outcome and program criteria (4 points subtotal).

Proposal explains and justifies measurable target(s) and methodology (performance measures) to ensure the required outcome is achieved (3 points subtotal).

  1. Work Plan (30 points total). Describe the proposed landfill gas to LNG technology and system, including previous application and market where this application can be replicated, and process flow diagrams from collection to utilization, system efficiency, and the collection and proper disposal of solid, semi-solid, and gaseous waste process residuals. Create a specific list, schedule, and description of all tasks necessary to complete the project. Each task must be itemized separately and eligible for grant funds. Include preliminary or final drawings and specifications that have been prepared for the project. Furnish any engineering drawings preferably on 11” by 17” paper, but not on paper larger than 24” by 36”.

The technical tasks are clearly and logically presented in accordance with the required outcome and program criteria, with appropriate logical and discrete tasks, sequence of activities, products, deliverables, schedule, and budget (20 points subtotal).

The project has a high likelihood of success based upon a sound work plan (10 points subtotal).

  1. Evaluation Narrative (5 points). Include proposed personnel as per organizational chart responsible for day-to-day management of project activities and their qualifications, responsibilities, and methods and standards for inspecting, testing, and evaluating the work.

Proposal includes project manager and team members with the technical capabilities and experience that can successfully manage the project, control cost, and maintain the schedule, and report results and accomplishments in an effective manner.

  1. Budget (20 points total). Include detailed cost breakdown per activity/tasks in the work plan, providing sufficient detail for each task and activity and in accordance with Budget Forms (Attachment C). Costs are broken down based on eligible CIWMB funding and identified match funding and justified with respect to accuracy.

Proposed budget is adequately detailed and cost-effective relative to proposed activities and outcomes which meet CIWMB project criteria (12 points subtotal).

Matching funds are clearly identified and explained to ensure project will be adequately funded (8 points subtotal).

  1. Application Completeness, Letters of Support, Experience, Etc. (5 points).

    Proposal written clearly and succinctly and presented in template form, and includes appropriate signatures and the following documents and any other documents required by the application package:

    • Application Cover Sheet Form;
    • Authorizing Resolution (if public agency) or Letter of Authorization for private entity;
    • Abstract/Summary of Grant Project (one page);
    • Preliminary or final drawings and specifications that have been prepared for the project:
    • Organizational Chart;
    • Budget and Cost Estimates;
    • Environmental Justice Certification Form;
    • Reliable Contractor Certification Form;
    • Recycled-Content Product Purchasing and Sustainable Practices Evaluation Form;
    • General Checklist of Business Permits, Licenses, and Filings Form; and
    • Written approval from landfill operator approving the grant project;

Proposal includes letters of support for the project from local jurisdiction(s), cooperating businesses or organizations.

  1. Evidence of a Recycled-Content Purchasing Policy or Directive (15 points).

    Provide evidence that a recycled-content policy or directive is in place or evidence to show that a policy will be adopted during the application period that requires the applicant to purchase recycled-content products, recycled or reused products, such as re-refined oil, recycled-content paper, or use of compost and mulch, and other “green” products or materials, or engages in other waste reduction activities where appropriate and feasible.

Recycled-Content Purchasing Directive-is an administrative order, policy, or memo instructing the purchase of recycled-content products.

Recycled-Content Purchasing Policy-is a policy of the applicant specifically to purchase recycled-content products instead of non-recycled products whenever price, quality, and availability are comparable.
