Task 1 and 5 Comments: Los Angeles County Integrated Waste Management Task Force

The following e-mailed comments were received from the Los Angeles County Integrated Waste Management Task Force (LAIWMTF) for the first phase of the study, Tasks 1 and 5 Work Plans. Task 1 finalizes a detailed work plan for Tasks 2 through 4 indicating the steps that will be taken in completing each task. Task 5 finalizes a detailed work plan for Task 6 indicating the steps that will be taken in completing the task.

Comments

On behalf of the LA County IWM Task Force, I am offering the following comments in response to the ICF's Consulting Services (contractor) "Revised Work Plan/Methodology", a copy attached:

  1. Task 2, Steps 1 and 3- The analysis on financial assurance and the risk sharing for publicly owned landfills should be separated from those owned by the private sector. Certainly, there is a lesser financial risk involving landfills owned/operated by a city, county and/or a special district.
  2. Task 3-Again, the analysis should recognize the potential risk involving publicly owned landfills as compared to those owned privately.
  3. Task 3, Step 6-In reference to "equity", the proposal should not incorporate any potential financial resources through a public "subsidization" for privately owned landfills.
  4. Task 4-The analysis should also evaluate "public entity insurance products."
