The Board has compiled a variety of frequently asked question (FAQ) pages to assist local enforcement agencies (LEA). This page includes links to all of the FAQ pages that are of interest to LEAs.
AB 1497 (Chapter 823, Statutes of 2003): This law mandates several solid waste facility permitting requirements and authorizes the Board to adopt regulations to implement these requirements. These requirements are met through the permit implementation regulations as referenced further below (public hearings, permit processing timelines and "significant change" as specified).
California Waste Stream Profiles: Displays high-level summary information about solid waste management issues in California by pulling data together from numerous sources.
Compostable Materials Regulations: Provides guidance to LEAs in performing their duties as required by the compostable materials regulations.
Construction and Demolition Diversion: Questions frequently asked by stakeholders involved in the construction and demolition diversion process.

Electronic Waste Recycling Fee: Information about legislation enacted to establish a funding system for the collection of certain electronic wastes.
Equipment Loan Program: The program is intended to support LEAs whose financial or technical resources limit their ability to obtain and operate instrumentation and other technical and scientific equipment.

Landfill Gas
Monitoring and Control Systems for Active Disposal Sites (Adobe PDF,
203 KB): Provides answers to questions asked by stakeholders
regarding the new landfill gas (LFG) monitoring regulations which
now include the more detailed requirements currently applicable to
closed disposal sites. Answers discuss the requirements, submittal
and approval process, exemptions to the regulations or alternatives
to the standards, and required documents.
Notice and Order: Information on writing notice and orders requiring compliance with State minimum standards and permitting requirements at solid waste operations and facilities.
Permit Implementation Regulations: This document was developed to provide answers to questions about the permit implementation regulations, which implement solid waste facility permitting requirements mandated by AB 1497 (Chapter 823, Statutes of 2003), apply construction and demolition requirements to the regulation of other solid waste facilities as directed by the CIWMB, and clarify permit process requirements.
Report of Facility Information Amendments: Provides answers to questions about amending reports of facility information.
Universal Waste Temporary Disposal Exemptions Sunset (Adobe PDF, 126 KB): Answers questions regarding the sunset of the temporary disposal exemptions that allowed the disposal in solid waste landfills of batteries, fluorescent lamps, cathode ray tubes, instruments that contain mercury, and other wastes by households and small quantity generators.
