Solid Waste Disposal and Codisposal Site Cleanup Program

La Montaņa Board-Managed Cleanup Project

The Aggregate Recycling Systems Site (also referred to as La Montaņa), located at 6208 South Alameda Street in the City of Huntington Park, had large piles of processed and unprocessed concrete and other solid wastes that had been a long-standing public nuisance and pollution problem for the local community. The former operator and the property owner failed to clean up the site as required by extensive enforcement and legal efforts. Because of these failures and at the request of the City of Huntington Park and the Los Angeles County solid waste local enforcement agency, the California Integrated Waste Management Board (CIWMB) considered and approved funding for cleanup of the site in June 2004.

A court-appointed receiver for the property was established by legal petition of the city on July 13, 2004. Authority to authorize the project to proceed was established by court order on October 13, 2004.

The CIWMB conducted a public meeting concerning the cleanup project (MS Word, 147 KB) on November 4, 2004.

The cleanup project removed waste and materials from the site as rapidly as possible in a manner that minimized impacts to the surrounding community. A removal plan (MS Word, 99 KB or PDF, 86 KB) was prepared and implemented for this project. The project cost $2.4 million, started November 15, 2004, and took 19 weeks to complete.

To minimize impacts to the surrounding community during the project, a Community Health and Safety Plan (MS Word, 86 KB or PDF, 139 KB) was prepared and implemented.

Monitoring reports (MS Excel, 14 KB or PDF, 21 KB) for this project to document progress and implementation of the Community Health and Safety Plan were compiled on a weekly basis the following Tuesday of each week.
