1. Background

The Site Investigation Report and Alternatives Analysis Document (January 1996) and the Sampling and Analysis Report (December 1995), both prepared by CH2M-Hill under California Integrated Waste Management Board Contract C3060, quantifies the possibility of hazardous materials and contamination at the Sand City Dump Site. To date, the primary contamination found at the site is low levels of lead contamination (TTLC 100-1500 ppm) in the refuse and burn ash layers of the dump. No other contaminants were identified as significant in terms of frequency of occurrence or concentration levels with respect to established regulatory action levels. The Board project engineer shall designate responsibilities for segregation, testing, loading and transport of hazardous materials/hazardous waste in the Board cleanup contractor and consultant’s work orders. The following document summarizes the capabilities and procedures that will be available during the reconfiguration project for identifying, segregating/handling, temporarily storing, containerizing, labeling and transporting hazardous materials/hazardous waste discovered during the excavation process.

2. Procedures

A. In the event that potentially hazardous containers or materials are discovered during the excavation process, the following capabilities and procedures will apply.

B. All personnel handling hazardous materials/hazardous waste, including the construction manager and construction superintendent (reference IWM C3059, Section VII b)), shall have hazardous waste training and be equipped with the appropriate personal protective equipment (PPE) in accordance with Granite Construction Company’s Site Specific Injury & Illness Prevention Plan (IIPP), CH2M-Hill’s IIPP and the Board's Field Health & Safety Program. The 40-hour Hazardous Material Incident Response Operations (HMIRO) training and annual refresher training per 29 CFR Section 1910.120(b)(4) is the minimum hazardous waste training requirement.

C. The construction manager and construction superintendent shall make an initial assessment of the hazardous items to determine handling requirements. Initial assessment shall include: 1) screening item with a combustible gas meter, 2) use of pH paper on any free liquids, and 3) visual observations for labels, placards or other markings. If the container or item has free-liquids, sludge, contaminated soil, odors, or labeling & markings indicating hazards, the construction manager or construction superintendent shall determine if hazardous categorization (HAZCAT) tests are needed; the consultant’s hazardous materials/hazardous waste subconsultant shall perform required HAZCAT screening and determine need for additional testing and segregation. HAZCAT screening shall be documented on the waste characterization form or hazardous waste screening report.

D. All hazardous or potentially hazardous items shall be segregated and placed in an on-site hazardous materials/hazardous waste staging area. The staging area shall have a sand bag berm (or other berm) and be lined with plastic. The following equipment shall be provided by the contractor at the staging area:

Metal or Plastic drip pans;

Pallets or other means for handling hazardous items;

Spill equipment and materials, which shall include:
   5 EA Bags of Absorbent (cat litter)
   4 EA Shovels
   2 EA Bags of Lime or other neutralizing compounds
   500 ea sand bags, etc
   4 EA DOT 17H 55 GAL Drums (with lids and retaining rings)
   4 EA Overpack Drums (Polyethylene)

Tarps or similar covers will be available for covering the staging area and protecting it from the elements (sufficient circulation will be provided to prevent any fumes or vapors from accumulating).

2 EA portable fire extinguishers (C0₂ or Halon).

A temporary construction fence shall be used around the staging area and signage shall be placed. If an item cannot be stored temporarily on-site, the Monterey Regional Waste Management District (Marina Landfill), has agreed to temporarily stage hazardous containers, batteries or other material classified as hazardous (except burn-ash and contaminated soil) in the Marina Landfill hazardous waste storage area. Appropriate hazardous waste manifests shall be required and a registered hauler shall be used.

E. Items in the staging area shall have HAZCAT tests performed by the hazardous materials/hazardous waste subconsultant. These screening tests may include: color, phase, odor, ignitability, density, specific gravity, pH, water reactivity, solubility, percent solids, oxidizer, halogenated compounds, heavy metals (Cd, Ni, Cr⁺³, Cr⁺⁶, Ag, Zn, Pb). If screening shows the need for further quantification, samples shall be taken and sent to a State Certified Laboratory for analysis. Appropriate sample handling and chain-of-custody procedures shall be followed.

F. If HAZCAT screening indicates that any items are chemically incompatible, they shall be appropriately segregated in the staging area to ensure that commingling of incompatible materials does not occur. Appropriate isle space shall be maintained to ensure hazardous items may be accessed.

G. Once hazardous items are appropriately identified they shall be properly packaged, containerized or over packed as necessary. For free liquids identified as petroleum products, material may be pumped into a bowser or other bulk container, including tank trucks.

H. Once hazardous items are appropriately contained or packaged they shall be labeled, placarded or marked with standard Department of Transportation nomenclature per 49 Code of Federal Regulations (CFR).

I. Uniform hazardous waste manifests shall be completed for all items requiring disposition to a class I disposal facility.

The hazardous materials/hazardous waste subconsultant shall be responsible for obtaining a temporary generator’s US EPA identification number for the uniform hazardous waste manifest. This person shall be issued a letter of authorization signed by the Board program manager authorizing him/her to sign the generator’s certification in block 16 of the manifest. The letter of authorization shall specify the name of the individual authorized, his/her title, employer, and project location:

Call the Department of Toxic Substances Control at (800) 618-6942 for a temporary identification number good for 90 days for that site.

Call the State Board of Equalization Account Registration Unit at (916) 322-9534 for a hazardous waste tax account number.

Use the following as the generator’s name, mailing address and phone number in blocks 3 and 4 of the manifest:

Provide reference to cleanup program site location in block 15 of the manifest. For example: “AB2136 Site Cleanup, Parcel #011-5-1-013, approx. 300 ft SO. of HWY 1 & Fremont Blvd, Sand City, Monterey County”.

The letter of authorization shall be retained in the Board’s project files and the consultant’s files. It is not necessary to attach a copy of the letter to the manifest.

When site construction management is performed by Board project engineer, the engineer shall perform the above procedures.

After site cleanup and completion of manifesting, the hazardous waste tax account shall be closed out by the hazardous materials/hazardous waste subconsultant.

J. Upon completion of the project and removal of all hazardous materials/hazardous waste from the site, the contractor shall remove the temporary hazardous materials/hazardous waste staging area and dispose of or reuse materials as appropriate.
