3.0 Project Preconstruction Activities

3.1 Site Investigation Work

Field and other site data obtained from previous site investigation work, provided much of the technical basis for formulation of the Sand City Dump Reconfiguration  project. A report entitled Soil Investigation for Monterey Bay Village, was prepared in August 1995 by James C. Reynolds & Associates, Geotechnical Engineers. The investigation included drilling and logging 49 subsurface borings at the site. Twenty-four of these boring were logged and sampled under the direction of Peter Kaldveer and Associates, Inc. during August 1979 ("H" borings), and twenty-five were logged and sampled under the direction of James Reynolds and Associates during June 1985 ("B" borings). The data from these borings allowed a "bottom of waste" contour map to be plotted. Also the data helped to delineate the approximate horizontal and vertical extent of the landfill, and allowed a volume calculation to be performed to approximate the quantities of waste material.   

A report entitled Chemical Characterization of the Old Sand City Dump was prepared by Emcon Associates in June of 1986. This investigation provided both boring log data and chemical and physical analysis of soil and waste encountered in the borings. The investigation was performed to determine how the waste, if excavated, would be handled, i.e. hazardous, non-hazardous, etc. Samples were obtained from the refuse zone, burn-ash zone and native soil. Composite samples were then analyzed for pesticides, PCBs, total phenolics, cyanides and priority pollutant metals. Results of testing showed that the only constituent of significance were concentrations of lead which exceeded the TTLC and STLC. The Emcon Chemical Characterization report for Sand City is available in AB 2136 Site Files for Sand City.

In August 1995, a second soil sampling and analysis investigation was conducted by CH2M-Hill for the Board to verify the results of the 1986 Emcon study. Four borings were performed, logged and sampled in each of the distinct zones (refuse, burn-ash and native sand) identified by Emcon’s study. The boring log data obtained verified the approximate vertical profile and stratigraphy of the fill area described by boring log data obtained in both the Emcon study and James Reynolds study. The analytical results for lead from the CH2M-Hill study also verified the concentrations of lead found in the Emcon Study. In January 1996, a report entitled Sand City Dump Site: Field Exploration for Estimate of Waste Quantity Located on Dezonia/California State Parks Foundation Property was prepared and submitted by CH2M-Hill to Dudley Dezonia and the State Parks Foundation. The report documents field exploration performed to determine the horizontal and vertical extent of waste from the Sand City Dump on the Dezonia & State Parks Foundation property. The report includes a description of the work performed, trenching logs, and a survey drawing depicting the approximate limits of the waste. A copy of the report is located at TAB 6 of the Operations Plan located at Appendix B.

In January 1996, a report entitled Final Site Investigation Report and Alternatives Analysis, was prepared and submitted by CH2M-Hill to CIWMB, which proposed remedial alternatives to address environmental and public health and safety concerns at the site. The report provided an analysis and summary of site investigation data obtained to date, and provided four remedial alternatives, which included constraints, advantages and disadvantages, cost estimates and working drawings.   In summary the report recommended the following alternatives: (1) On-site reconfiguration which involves removal and placement of waste in front of a 50-year coastal erosion line, into a cell excavated behind the coastal erosion line, (2) Partial Offsite Disposal which includes removal and transportation of all waste in front of the 50-year coastal erosion line from the site to Marina Landfill, (3) Partial Offsite Disposal with Screening Operation, and (4) Complete off-site disposal. Due to AB 2136 funding ceilings and site data that indicated that the primary environmental and public health and safety threat was exposed waste, Alternative A was selected as the most technically and economically feasible project to pursue. Alternative "A" in the report formulated the basis for design drawings and specifications, provided to Granite Construction, Co., (Board remediation contractor), for preparation of a detailed cost estimate. 3.2 Design and Specifications

Design drawings, performed in AutoCAD Version 12.0, which included topographic maps depicting bottom of waste contours, preconstruction topography, final grading, cell excavation plans and cell cross sections were prepared by CH2M-Hill and included in the Alternatives Report. Modifications were made by Board staff to clarify contour information on the drawings, as well as provide adjustments for requirements levied by local agencies during coordination of the project, i.e. cell configuration was modified to accommodate sewer easement requirements and OSHA requirements for excavation slopes. Project specifications are included in a Work Plan prepared by the Board and TAB 6 of the Operations Plan located at Appendix B.

3.3 Construction Schedule

Granite Construction, Co. provided a preliminary construction schedule with its original cost estimate in July 1995 and a final construction schedule in February 1996, which depicts the sequencing and duration of construction activities required to complete the project within the necessary time frame specified by the Board. The total duration of the project, based on specified labor and equipment requirements, was approximately twelve weeks. The actual date construction began was March 12, 1996 and the project was completed May 15, 1996. A copy of the construction schedule for the project is located in TAB 3 of the Operations Plan provided at Appendix B.

3.4 Cost Estimate

In July 1995, Granite Construction, Co. provided a detailed cost estimate for Option A of CH2M-Hill’s Draft Site Investigation Report and Alternatives Analysis. The estimate, performed under IWMB Work Order GR-A1, details each construction sequence of the project, and provides the duration and costs rates (per contract IWM-C3059) for equipment, labor and materials. Granite’s initial detailed estimate for the Sand City Reconfiguration project, provided in correspondence dated, July 25, 1996 was $944, 544.43. The original Granite cost estimate, used for AB2136 budgeting and Board Approval processes, is located in the AB2136 Site Files for Sand City. The total amount budgeted by the AB2136 program was $952,000.00.

3.5. Required Plans

3.51 Contractor’s Work Plan

A work plan, prepared and submitted by AB 2136 Staff to Granite Construction, Co. in February 1996, specifies the work requirements for the Sand City Dump Reconfiguration project. The work plan includes a work scope, special provisions and attachments, which include applicable permits, drawings and other documents, which were needed to execute the project. A copy of the work plan is available in AB2136 Site Files for Sand City.

3.52 Health & Safety Plan

A Health & Safety Plan was submitted by SP Environmental Services, in February 1996, for Granite Construction, Co. in accordance with Special Provision J of the contractor’s work plan. The Health & Safety plan describes measures and procedures to be implemented by Granite Construction, Co. to protect its employees from hazards or potential hazards associated with performing the project. The plan covers, site hazards, regulatory requirements, medical surveillance, site control, monitoring, and worker protection. A copy of the plan is in TAB 7 of the Operations Plan located at Appendix B.

3.53 Sampling & Analysis Plan

A sampling and analysis plan, prepared by AB 2136 staff, provides sampling and analysis protocol for waste and soil excavated during the project. The plan details objectives, sample locations, sampling procedures, chain-of-custody and sample preservation procedures, types and frequency of analysis, required sampling equipment and materials. A copy of the plan is in TAB 8 of the Operations Plan located at Appendix B.

3.54 Hazardous Material Management Plan

To ensure that any hazardous materials encountered during the course of the project were appropriately managed, a Hazardous Material Management Plan was prepared by AB 2136 Staff.

The plan includes a background and summary of potential hazardous materials at the site, personnel training requirements, identification/characterization/assessment procedures, handling procedures, packaging procedures, staging area and spill equipment requirements. A copy of the plan is in TAB 9 of the Operations Plan located at Appendix B.

3.55 Erosion Control Plan

An erosion control plan was prepared by AB 2136 staff to addresses requirements in Coastal Development Permit #96-01. The plan describes procedures for storm water run-off, wind erosion, dust control, slope protection and post-project erosion protection (dune restoration).

3.6 Permits

3.61 Permit Overview/Applicability

CH2M-Hill prepared and submitted a letter-report on January 9, 1996, under Board Work Order CH-K5, which outlines the permits, permit applicability, permit fees, tasks and costs required to obtain applicable permits for the project. In summary the report stated that the following permits were required: (1) Coastal Development Permit, (2) a Grading Permit, (3) National Pollutant Discharge Elimination System (NPDES) General Construction Activity Permit. The report stated that the following permits were not applicable to the project: (1) Monterey Bay Unified Air Pollution Control District permit and (2) Fish & Game permit. The report stated that a California Department of Transportation (CALTRANS) encroachment permit may be required for the project if any work occurs within the CALTRANS right-of-way on the east boundary of the property. After consultation with the CALTRANS District 5 right-of-way office (Steve Senate) in San Luis Obispo and review of right-of-way drawings for the site, AB 2136 staff determined that the project did not encroach the CALTRANS right-of-way or slope easement. 3.62 Coastal Development Permit

A Coastal Development Permit (CDP) was prepared by CH2M-Hill for the Board and submitted with a permit fee of $1105.00 to the City of Sand City on January 9, 1996. Negative Declaration SCH#95083060 adopted in Board Resolution 96-33, was adopted by the City of Sand City for processing of the CDP. CDP No. 96-01 was approved by the Sand City City Council on February 20, 1996. A copy of the permit is located in TAB 11 of the Operation Plan located at Appendix B.

3.63 Grading Permit/Operations Plan

A Grading Permit was prepared by AB 2136 Staff and submitted with a $798.00 permit fee by Granite Construction, Co. on February 18, 1996 to the City of Sand City. An Operations Plan was prepared to meet the requirements of the Grading Permit as specified in CDP No. 96-01.

The Operations Plan is an overall plan that organizes and contains all pertinent plans (health & safety, sampling & analysis, security, etc.), drawings, specifications and other information governing the execution of the project. The Grading Permit, after review of the Operations Plan, was approved by the City of Sand City and issued on March 11, 1996.  A copy of the Operations Plan and Grading Permit (TAB 11) is located at Appendix B.

3.64 Stormwater Discharge Permit

A National Pollutant Discharge Elimination System (NPDES) Stormwater General Construction Activity Permit, Notice of Intent (NOI) and Stormwater Pollution Prevention Plan (SWPPP) were prepared by AB 2136 staff and submitted by Granite Construction, Co. with a $500 permit fee to the State Water Resources Control Board Storm Water Unit. The State Water Resources Control Board (SWRCB) issued permit no. 3 27S305586 on February 23, 1996. A copy of the SWPPP is included at TAB 10 of the Operation Plan locate at Appendix B. A copy of the Notice of Intent and Proof of Receipt letter from the SWRCB are located in AB2136 Site Files for Sand City.

3.7 CIWMB Contract Administration

The AB 2136 program, for Board-Managed clean-ups, provides contract administration and management for engineering consulting (CH2M-Hill under IWM-C3060) and remedial construction (Granite Construction, Co. under IWM-C3059). All contracts are loaded by work order and invoicing and payment are based on time and materials. The contracts are valid for a period of 3-yrs and are awarded based on contractor qualifications and unit costs. Qualifications are specified in a Request for Qualifications (RFQ) noticed and circulated by the Board. Work loaded against these contracts are specified by Work Orders.

3.72 Payment & Performance Bonds

3.8 Site Access Agreements

The Sand City Dump Reconfiguration project occurs on the following three parcels: (1) Lands of Monterey Bay Development Corporation (Monterey Peninsula Regional Park District) APN 011-501-013, (2)  Lands of Dezonia-State Parks Foundation, APN 011-501-14 and (3) Lands of Calabrese, APN 011-501-10. Since the remediation project encompasses these three parcels, with the exception of APN 011-501-13, of which the Monterey Peninsula Regional Park District has first deed of trust, and the owner is in bankruptcy and has not responded to legal enforcement actions by Monterey County, site access agreements were required for the other two parcels. An agreement, dated March 1, 1996 was entered into by the property owner of APN 011-501-14 (Dezonia-State Parks Foundation) and the Board, for accessing the property for clean-up and reimbursement of clean-up costs. This agreement is located in AB 2136 Site Files for Sand City. An agreement, dated February 29, 1996 was also entered into between the owner of APN -11-501-10 (Calabrese) for the purpose of general access for storage and equipment traffic. The site access agreement is also located in AB 2136 Site Files for Sand City.
