CIWMB Permitting and Enforcement Disaster Coordinator LEA Disaster AdvisoryDate: INSERT APPROPRIATE DATE To: Local Enforcement Agencies From: CIWMB Permitting and Enforcement Disaster Coordinator Subject: WASTE-RELATED INCIDENTS DUE TO DISASTERS Potential Problems Waste-related incidents may occur due to INSERT DISASTER RELATED EVENT, including landfill or other facility closures, waste handling backlogs, and hazardous waste concerns. Local Enforcement Agencies (LEA) are urged to contact Michael Wochnick of the CIWMBs Permitting and Enforcement Division at (phone) 916-341-6318 or (fax) 916-366-2318 or (e-mail) mwochnic@ciwmb.ca.gov if there are any problems. Disaster-related information will be passed on to the State Office of Emergency Services (OES). Do You Need Technical Assistance? Do you need technical assistance? The Boards Permitting and Enforcement Division can help with slope stability problems, gas system failures, landfill fires, erosion problems, and emergency construction contracts and oversights. Staff can also help with inspections and permit assistance. Please refer to LEA Advisory No. 43 for more information. Disaster-related collection, processing, and disposal programs may require more detailed load checking programs at landfills, expanded hours at permanent facilities, and mobile and/or roving collection programs. In some cases, emergency waivers may be granted for disposal or processing of those wastes beyond the permitted conditions. Contact the Boards Permitting and Enforcement Divisions Disaster Coordinator at (916) 341-6318 for more information. Potential Funding Availability Due to the possibility of available Federal Emergency Management Agency (FEMA) funds, jurisdictions should document expended resources and funds. For general information on FEMA funding, please contact the State OES at 916-364-2044 for Northern California or 818-440-2144 for Southern California. All requests for funding must be made through your local OES, the Inland Regional Emergency Operations Center (REOC) at 916-262-1611, or Coastal REOC at (510) 286-0895. Local governments must follow the States Standardized Emergency Management System (SEMS) in requesting FEMA and other assistance. To assure funding and/or reimbursement of funds, all costs related to the disaster for solid waste and HHW collection should be documented separately from existing collection programs. In addition, quantities of solid waste collected from the disaster should be documented. We, in turn, are required to provide this information to the State Office of Emergency Services:
