County of Fresno January 13, 1997 Mr. Dave Pomaville Dear Dave: Subject: Request for an Emergency Waiver of Standards--American Avenue Disposal Site The recent floods have resulted in the Governor of California declaring Fresno County a disaster area. Title 14 of the California Code of Regulations, California Integrated Waste Management Board, Chapter 3, Sections 17210 through 17210.9, addresses the process for an Emergency Waiver of Standards (Waiver) for solid waste facility permits. Pursuant to that process, we hereby request a Waiver and provide the information requested in Section 17210.3: 1. We request a waiver of solid waste facility permit tonnage limits for the American Avenue Disposal Site (Site). It is difficult to estimate at this time the amount of disaster-related debris that may come to the Site. A letter was sent to solid waste haulers asking them to advise our office of any unusually large amounts of debris they expect to deliver and to divert as much recyclable material as possible from loads coming to Site. Our staff will apprise you of unusual increases in tonnages received. We also request a waiver to allow the storage of flood-related wood debris in the area previously used by Wood Recovery Systems for wood storage, and, should it become necessary, to store wood debris adjacent to the existing tire storage area. It is anticipated that this material will be processed and removed for land application in March or April of 1997 when Shubin Farms is expected to begin their recovery operation. Site personnel will make every effort to divert as much waste as possible from landfill disposal. Solid waste haulers have been requested to recycle as much waste as possible before bringing waste for disposal. 2. Based on the most recent calculations, the approximate remaining disposal capacity is thirty million cubic yards of refuse. 3. Site personnel will make every effort to divert wood debris for processing into mulch. Wood debris will be directed to an area previously designated for wood storage prior to removal for use as compost material, and, if necessary, to an area near the existing tire storage area. It is anticipated that the wood material will be processed and removed when Shubin Farms commences operation pursuant to its contract (approximately March or April, 1997). 4. No locally-approved temporary transfer or processing sites used to store disaster debris for future reuse or recycling have been established to date.
