Household Hazardous Waste (HHW) grants are available to help local governments
establish or expand HHW facilities or develop innovative collection programs for
new waste types.
Funding
It is anticipated that $4.5 million in funding will be available for this grant
cycle pending approval of the FY 2006/2007 Budget Act. Individual jurisdictions
may request up to $200,000 and regional groups (two or more cities/counties) may
request up to $300,000 for competitive infrastructure projects. The grant term
will be approximately September 2006 through April 2009. New for this cycle
are regional universal waste (u-waste) coordination grants available at the
countywide level. Funding for these one-year grants will range from $7,000
to 15,000, depending on the countywide population. Only one u-waste
coordination grant is available per countywide area.
Eligibility
All California cities, counties and local agencies, including Indian
reservations and rancherias with direct responsibility for HHW management may
apply individually or as a regional group. Businesses and not-for-profit groups
may partner with a local government, but are not eligible to apply on
their own.
Priorities
Each applicant may submit up to two applications--one application for a
competitive HHW infrastructure project and the second (with the support of other
jurisdictions) as the lead coordinator in a countywide u-waste coordination
grant.
For the competitive infrastructure projects, extra points will be
given to applicants from rural areas and small cities, as well as those proposing
multi-jurisdictional projects addressing regional needs. In addition, priority
will be given to projects that focus on one of the following:
- Plan or construct new, sustainable HHW collection facility(ies), or
- Expand an existing permanent HHW collection facility(ies) to accommodate
u-wastes, or
- Develop innovative u-waste collection opportunities that promote
public/private partnerships.
Application Format
Each applicant must at a minimum:
- Evaluate and describe its current HHW and u-waste program;
- Identify its community's HHW and u-waste program needs;
- Describe how the proposed project will meet those needs;
- Justify its proposed project's budget, program elements, and work plan;
and
- Demonstrate how the program will be sustained upon expiration of grant
funding.
Detailed instructions as well as forms and samples will be included in the
application package. Application Deadline
Applications must be postmarked no later than May 31, 2006. E-mailed or faxed
applications will not be accepted. Hand-delivered applications must be received
in CIWMB's Sacramento Office at 1001 I Street by 3:00 p.m. on May
31, 2006.
