Electronic Product Management: California Electronic Waste Recycling Act Regulatory Workshop:

As the
Electronic Waste Recycling Act of 2003
(SB 20
and SB 50, Sher) is
implemented, workshops will be held to inform
affected stakeholders and other interested parties. The California Integrated Waste Management Board (CIWMB) and the Department of Toxic Substances Control (DTSC) held a joint workshop for interested parties regarding emergency regulations and final rulemaking on Tuesday, August 23, 2005 from 9:00 a.m. until approximately 4:00 p.m. at the Cal/EPA Headquarters Building in Sacramento. A video conferencing connection was available through the DTSC office in Cypress. The CIWMB conducted a Covered Electronic Waste Payment System Pre-Rulemaking Fact-Finding Workshop from 9:00 a.m. until noon, while the DTSC conducted a Universal Waste Electronic Device (UWED) Regulation Input Workshop from 1:00 p.m. until 4:00 p.m. As provided in previous workshops, a general audio "web-cast" was also available. Web-based participants were able to submit comments via e-mail during the event through the ewaste@calepa.ca.gov address. Participants were encouraged to bring their own copy of existing regulations for reference.
Details: Participants were encouraged to come prepared and to provide concise comments and suggestions on how the regulations governing the payment system can be improved. Existing emergency regulations governing the payment system, as well
as the authorizing statutes, can be
found at: DTSC has adopted three emergency regulation packages
implementing SB 50. The regulation text may be downloaded at: DTSC will be finalizing these three emergency regulations in the second half of 2005. DTSC welcomed comments or suggestions for improving the electronic waste regulations at this time. Specifically, DTSC is seeking input on the subject areas listed below. Participants were encouraged to outline any thoughts or comments they may have on these topics for presentation at the workshop. Background Documents and Links:
To maximize meaningful participation, stakeholders were encouraged to review applicable statutes and regulations, and to prepare specific comments prior to attending the meeting.
