Electronic Product Management: SB 20/SB 50 Implementation Workshop

As the
Electronic Waste Recycling Act of 2003
(SB 20
and SB 50, Sher) is
implemented, workshops will be held to inform
affected stakeholders and other interested parties. A focused stakeholder meeting on the topics of complying with emergency regulations and identifying the "next generation" of covered electronic devices was held Friday, April 8, 2005, from 8:30 a.m. until 4:30 p.m. at the Cal/EPA Headquarters Building. An audio web-cast was available for this event. Web-based participants were able to submit questions via e-mail during the event through the ewaste@calepa.ca.gov address. Program staff responded as able and appropriate during the day. Two main themes were addressed at this meeting:
As the SB 20/SB 50 program is implemented, some participants are confused about requirements and are making potentially costly mistakes in material handling documentation and claim reporting. This meeting covered a range of regulatory issues that apply to collectors and recyclers, and was intended to help clarify administrative and documentation requirements for participants in the covered electronic waste recovery and recycling system. Additionally, to provide for the identification of covered electronic devices, SB 50 established the requirement for the Department of Toxic Substance Control (DTSC) to identify, in regulation, electronic devices that DTSC determines are presumed to be hazardous waste when discarded, in addition to those devices currently listed in California Code of Regulations, title 22, chapter 11, Appendix X, subsection (c). At this April 8th workshop, DTSC discussed with stakeholders the next steps in determining which electronic devices should be considered for addition to the list of covered electronic devices. Specifically, DTSC sought input on which devices should be evaluated next and what criteria should dictate priority for evaluation (e.g. devices similar to other already covered devices, relative percentage of waste stream, etc.) Background Documents and Links:
To maximize meaningful participation, stakeholders were encouraged to review applicable statutes and regulations, and to prepare questions and comments prior to attending the meeting.
