This electronic newsletter is an update on the implementation of California's Electronic Waste Recycling Act of 2003 and other electronic waste (e-waste) management developments in California.

#### DTSC to Host Universal Waste Regulation Workshop ####

Proposed Regulation Concept:
Consolidation of California Universal Waste Regulations (Finalization of Authorized Treatment of Universal Waste Regulations)

The Department of Toxic Substances Control (DTSC) will host workshops on June 28, 2007 and July 11, 2007, to discuss concepts developed to finalize DTSC's three emergency regulations related to universal wastes (UWs), adopted pursuant to the California`s Electronic Waste Recycling Act of 2003, as amended (SB 20, Sher, Chapter 526, Statutes of 2003; SB 50, Sher, Chapter 863, Statutes of 2004) and existing regulations. The concept language for the regulations will be made available on June 15, 2007, at:

After review of the concept language, if you have questions that you would like to have addressed at the workshop, please submit them via email to ehaertle@dtsc.ca.gov by June 21, 2007. Please include the workshop date that you plan to attend in the subject line of your email.

All interested parties are invited to participate in this public workshop. Space is limited to 100 attendees in Sacramento and 45 attendees in Glendale. Please confirm your interest in attending either workshop by sending an e-mail notice indicating which workshop location you will be attending to Linda Sargent via email at lsargent@dtsc.ca.gov, or by calling (916) 323-9219.

#### CIWMB Revokes Approval of Non-Compliant CEW Collectors ####

The California Integrated Waste Management Board (CIWMB), in its administration of the covered electronic waste (CEW) recovery and recycling payment system, has revoked the approval status of over two dozen CEW collectors for failure to submit the Net Cost Report required pursuant to 14 CCR 18660.10 of the rules governing the payment system.

A participant whose approval has been revoked or has expired no longer appears on the list of approved collectors and recyclers that is presented through the CIWMB's website:
http://www.ciwmb.ca.gov/Electronics/Act2003/Recovery/Approved/Default.htm

Only participants whose approval status is intact appear on the list of approved collector and recyclers.

Collectors who have had their approval revoked may not operate as a designated approved collector, regardless of the scope of any proof of designation they may possess. Collectors who have had their approval revoked also may not enter into the payment system source-anonymous CEW derived from load check activities or illegal disposal, including CEW left in an unauthorized manner at their own facilities. Participants whose approval has been revoked may not re-apply for approval for 180 days.
