Electronic Product Management California E-Waste Updates:
|
|
|
Dear Electronic Product Stakeholder: This electronic newsletter is an update on the implementation of California's Electronic Waste Recycling Act of 2003 and other electronic waste (e-waste) management developments in California. ===================== In this issue: REMINDER: ANNUAL REPORTS DUE TO DTSC AND CIWMB SOON REMINDER: CEW PAYMENT SYSTEM FINAL REGULATIONS IN EFFECT NOW ===================== #### Reminder: Annual Reports Due To DTSC And CIWMB Soon #### If your organization participated in the Covered Electronic Waste Recovery and Recycling Payment System, or simply handled Universal Waste Electronic Devices or CRT materials in the past year, the following reminders are directed at you: DTSC ANNUAL REPORTS DUE FEBRUARY 1, 2007: If your organization handled, treated, recycled or exported waste CRT materials or Universal Waste Electronic Devices (UWEDs) during calendar year 2006, the required annual report summarizing those activities is due on or before February 1, 2007, to the Department of Toxic Substances Control (DTSC). The report is required even if you do not participate in the Electronic Waste Recycling Act's payment system.
The information you are required to submit depends on the scope of your
activities. More information on annual reporting requirements can be
found here:
Note that the annual report can be completed on line through the
following link: If you have any questions about the DTSC annual report, please contact Robert Sullivan at 916-324-3159 or rsulliva@dtsc.ca.gov. CIWMB ANNUAL REPORTS DUE MARCH 1, 2007: Regulations adopted by the California Integrated Waste Management Board (CIWMB) to implement portions of the Electronic Waste Recycling Act require approved collectors and recyclers to maintain records documenting operational costs, and annually to submit a report to the CIWMB on the net costs of collecting and recycling covered electronic wastes (CEWs). The next report is due on or before March 1, 2007. In order to properly set the recovery and recycling payments rates, the CIWMB must evaluate the costs incurred by approved participants when conducting collection and recycling activities. An important tool in this evaluation is the Net Cost Report currently required of all participants. The CIWMB will hold a web-based training for approved collectors and recyclers of covered electronic waste on the requirements of the Net Cost Report. The training will allow participants to learn from the convenience of their own desks; avoiding travel yet affording real-time interactive opportunities. There will be two one-hour training session opportunities covering the same material:
Wednesday, January 31, 2007 at 10:00 a.m. PST
Participants must pre-register for these trainings, and space is
limited. To learn more, or to register, please visit: #### Reminder: CEW Payment System Final Regulations in Effect Now #### As repeatedly noted through this newsletter, it is imperative for stakeholders to understand that final regulations governing the CEW payment system were approved on November 27, 2006, and have been in effect since that time. The CIWMB encourages all participants in the CEW payment system to familiarize themselves with all provisions. Failure to abide by all requirements of the final regulations can and will result in costly mistakes.
The CEW payment system regulations and enabling statutes can be found
