This is an urgent reminder that all Covered Electronic Waste (CEW)
Recovery and Recycling Payment System participants that are nearing
their two-year approval expiration must re-apply for continued
participation in the system. The California Integrated Waste Management
Board (CIWMB) provides a listing of all currently approved collectors
and recyclers at the following website: The CIWMB website provides the date of a participant's original approval and the date by which a participant should have submitted an application for renewal; specifically, 90 days prior to approval expiration. Unfortunately, several of the CEW system's original participants have yet to apply for renewal and risk a lapse in their approval status. A lapse in approval is especially significant for recyclers, who may not submit a payment claim for any CEW cancelled during a period of lapsed, suspended or revoked approval, and for collectors who are local governments or designated approved collectors. If you are a CEW system participant that is approaching your approval expiration date, please immediately submit a complete application (CIWMB Form 186) for renewal, pursuant to 14 CCR 18660.11 through .16.

If you have already applied for renewal, thank you. #### Reminder: CEW Payment System Final Regulations in Effect Now #### It is imperative to note that final regulations governing the CEW payment system were approved on November 27, 2006, and are now in effect. We encourage you to familiarize yourself with any and all new provisions. These include, but are not limited to, enhanced source documentation requirements (contact names and phone numbers) for CEW transfers of five or more units from non-residential sources.
The regulations can be found at: #### CEW Program Statistics #### 2006 has been a year of tremendous growth in the CEW recovery and recycling system, and California is on track to nearly double the volumes of CEW handled in 2005. Some facts:
2005 64.8 million pounds claimed There are now over 500 approved collectors in the system, of which more than 50 are also approved recyclers. The Department of Toxic Substances Control (DTSC) will hold a training workshop to cover DTSC's new online reporting system designed to streamline submittal of notifications and annual reports required by persons engaged in the collection, handling and/or treatment of Universal Waste Electronic Devices or CRT Materials. The workshop will cover existing notification and annual reporting requirements. A demonstration of DTSC's new on line reporting system will be conducted. The new system will benefit handlers, collectors and recyclers by providing a means to electronically manage and report data required to comply with notification and annual reporting requirements.
