#### Adoption of Revised Proposed Regulations to Be Considered by CIWMB Committee ####

To implement certain provisions of the Electronic Waste Recycling Act of 2003, the California Integrated Waste Management Board (CIWMB) has proposed final regulations which primarily apply to the covered electronic waste (CEW) recovery and recycling payment system.

Following an initial 45-day comment period that closed May 8, 2006, a public hearing held May 9, 2006, and a subsequent 15-day comment opportunity that ended June 23, 2006, the CIWMB's Sustainability and Market Development Committee will consider adopting the revised proposed regulations at its July 11, 2006 meeting.

#### E-Scrap News to Survey California's Infrastructure ####

As a courtesy, the CIWMB e-waste program is providing the following heads-up that E-Scrap News, an affiliate of Resource Recycling Magazine, will soon be undertaking its annual survey of approved collectors and recyclers participating in the California SB20 system.

Surveys will be distributed in late July by email and fax. The survey findings will be presented at E-Scrap 2006, the electronics recycling conference being held October 18-19, 2006, in Austin, Texas. Survey participants will also receive a summary of the survey findings.

Findings from last year`s survey informed lawmakers, state and local government representatives and other`s involved in the e-scrap reclamation industry about the successes and challenges of California`s flagship program. Understanding the experience of participants in the nation`s first statewide and sole advanced recovery fee electronics recycling program is important both for the improvement of the California system and the development of similar (or alternative) approaches elsewhere.

The CIWMB's e-waste program encourages participation in this survey. Questions about the survey can be directed to Kim at kim@resource-recycling.com.

#### Final Reminder: Manufacturer Reports Due July 1, 2006 ####

Existing emergency regulations require manufacturers of covered electronic devices (CEDs) to report to the CIWMB annually regarding the CEDs sold in California. These reports are due on or before July 1st of each year. For more information, please refer to Title 14 of the California Code of Regulations, Section 18660.41.
