#### CIWMB To Discuss Proposed Regulations At February 7, 2006 Meeting ####

The California Integrated Waste Management Board (CIWMB) is scheduled to discuss a draft of proposed regulations governing the covered electronic waste recovery and recycling payment system at its Sustainability and Market Development Committee meeting on February 7, 2006. At this discussion, program staff will present proposed language and explain how the proposal differs from existing emergency regulations.

The intent of the discussion is to secure direction from the Committee to proceed with a formal notice of the rulemaking process. Such a notice will trigger the start of comment periods and response requirements associated with the rulemaking process.

Please note that the CIWMB's Event Calendar had previously listed a tentatively scheduled e-waste workshop for February 2nd. This event was never finalized and it has been removed from the Event Calendar. We regret any confusion this may have caused.

#### Net Cost Reporting Guidance and Forms Updated and Available ####

Emergency regulations (14 CCR 18660.10) require approved collectors and recyclers to maintain records documenting costs and annually to submit a report to the CIWMB on the net costs of collecting and recycling covered electronic wastes (CEWs). The first report is due by March 1, 2006.

To simplify reporting, the CIWMB developed the CEW Net Cost Report Form (Form 220) and the CEW Cost Estimation Worksheets (Form 220a for collectors and dual entities and Form 220b for recyclers and dual entities). The CIWMB also developed a Guide to Net Cost Reporting that provides detailed information for completing this requirement.

The Guide and associated forms, slightly updated to correct minor typographical and formatting issues, can be found on the CIWMB's website at:

Note that the Net Cost Report, due to the CIWMB March 1st, should not be confused with the annual universal waste handler reporting requirement due to DTSC February 1st. More information on universal waste requirements is available at:
