Dear Electronic Product Stakeholder: This electronic newsletter is an update on the implementation of California's Electronic Waste Recycling Act of 2003. It is being sent to you because you have expressed an interest in the subject of electronic waste (e-waste) management in California.
===================== NEW DRAFT FORMS FOR SOURCE ANONYMOUS CEW COLLECTION AND PROOF OF DESIGNATION AVAILABLE CIWMB TO HOST GENERAL STAKEHOLDER WORKSHOP ON FINAL REGULATIONS INVESTIGATIONS AND AUDITS: COMING TO AN OPERATION NEAR YOU? ===================== #### New Draft Forms For Source Anonymous CEW Collection And Proof Of Designation Available #### The California Integrated Waste Management Board (CIWMB) recently adopted revisions to the emergency regulations governing the covered electronic waste (CEW) recovery and recycling payment system. These revisions provide for the collection of source-anonymous covered electronic wastes and provide clarification to the concept of a designated approved collector (formerly referred to as an agent of local government). To assist system participants with implementing these new provisions of the revised regulations, program has posted drafts of two new documents. These are:

found at: As relentlessly noted, it is imperative that all participating collectors and recyclers in the payment system familiarize themselves with the revised regulations, specifically the circumstances under which the new provisions for source-anonymous CEWs apply. While the revisions should allow for all legitimate CEWs to enter the payment system, certain instances of source-anonymous CEWs must only be handled by specific participants to be eligible, and proper documentation is still required. All source-anonymous CEWs must be accounted for separately for other CEW collection activities. It is also important to note that all collection activities be properly logged, even if the collector is an approved collector that is a local government or a designated approved collector who otherwise is exempted from source name and address documentation. #### CIWMB To Host General Stakeholder Workshop On Final Regulations #### The CIWMB has schedule a general stakeholder workshop to discuss
issues relating to the development of final regulations governing the
CEW recovery and recycling payment system. The workshop will be held
Thursday, January 5, 2006, at the Cal/EPA Headquarters Building in
Sacramento. Save the date. #### Investigations And Audits: Coming To An Operation Near You? #### The CIWMB is charged with the responsibility of protecting the integrity of the CEW recovery and recycling payment system and its associated funds. While much of the effort in the first year of program operation has been spent working with participants to bring more collectors and recyclers into the system, the CIWMB will now be focusing additional attention on making sure those who are participating are doing so correctly. As CIWMB program staff reflect on the year that is ending and look forward to the next, we thank all participants who have made this landmark initiative a success thus far.
