This electronic newsletter is an update on the implementation of California's Electronic Waste Recycling Act of 2003. It is being sent to you because you have expressed an interest in the subject of electronic waste (e-waste) management in California.

#### CEW Program Staff Modifying Proposed Revisions to Emergency Regulations ####

The California Integrated Waste Management Board’s (CIWMB) Covered Electronic Waste (CEW) program is evaluating alternative approaches and modifying the proposed revisions to the emergency regulations governing the CEW recycling payment system. These efforts come as a result of input received from stakeholders, both at a workshop held Wednesday, October 19, 2005, and through written communication with the program.

At the October 19th workshop, the CEW program presented a proposal to revise existing emergency regulations to better define and delineate the concept of a designated approved collector, replacing the mention of an agent of local government as used in 14 CCR 18660.20(j)(1)(B). Program also proposed defining and accommodating a limited amount of source-anonymous CEW within an approved recycler’s payment claims.

Program staff is now evaluating alternatives and is scheduled to bring recommendations before the CIWMB’s Sustainability and Market Development Committee on November 8, 2005, and before the full Board on November 15, 2005. Program intends to post to the Web any new proposed revisions at least one week before the Committee meeting. Notice of that posting will be sent out via this listserv as well.
