Consideration Of Revisions To The EPR Framework And Request For Direction On Next Steps

At its September 19, 2007, meeting, the California Integrated Waste Management Board (Board) adopted an overall Framework for Extended Producer Responsibility (EPR) as a policy priority. The Board also directed staff to solicit input on the Framework from the broad stakeholder community. To this end, staff conducted a public stakeholder consultation workshop on November 14, 2007.

Board staff compiled an Analysis of Comments on Extended Producer Responsibility Framework (Attachment II and its agenda) that provides an overview of stakeholder comments, along with the Board staff responses. Attachment II also references where the topic is addressed, and in some cases revised, within the Overall Framework for an Extended Producer Responsibility System in California (Attachment I). Board staff attempted to incorporate as many of the comments into the Framework, as appropriate, while trying to retain the highest degree of flexibility possible.
