Landmark legislation establishing a funding system to offset the costs of
electronic waste collection was enacted in September 2003. The new
FCC ruling allowing cellular customers to keep their number is expected to
significantly increase the number of used cell phones.

The final version of the "Procurement, Use and End-of-Life Management
Guidelines" are now available. At the time of publication, SB 20 (Sher)
was moving through the
legislature; this bill would require manufacturers that sell electronic
products containing toxic materials in California to develop a plan
addressing the collection, handling, recovery, recycling, etc. of these
products.
