State Agency Buy Recycled Campaign

Reporting on Buying Recycled-Content Products

 

What’s required?

Public Contracts Code section 12211(a) mandates that each State agency shall report annually to the California Integrated Waste Management Board (CIWMB) their progress in meeting recycled-content product purchasing requirements using the report format provided by the CIWMB. The CIWMB is ultimately responsible in providing this information in a report to the State Legislature detailing the total of all the State Agency Buy Recycled Campaign (SABRC) reporting figures.

State agencies are required to submit a SABRC annual report (SAR) to the CIWMB. Agencies must report the total dollar amount of all products purchased within the last fiscal year in each of the reportable categories and the total amount spent on recycled-content products (RCP) within each of the reportable categories.

Following the steps listed below will assist State agencies to provide an accurate accounting of their SABRC purchases.

  1. Tracking Purchases:

  • In order to sufficiently report on procurement within the 11 product categories, State agencies must track their purchases for the fiscal year by collecting Postconsumer-Content Certification forms (or other forms of certification documentation) from all suppliers. Agencies must keep this documentation on file. Periodically, agencies will be required to submit copies of certification documentation with their procurement reports.   • Tracking the amount of money spent on purchase of all reportable products-both RCPs and non-RCPs.
  • Tracking the amount of money spent on reused or refurbished products in the reportable categories either manually or in a database.

If your agency does not already have a tracking system, the CIWMB has developed a spreadsheet (Microsoft Excel, 27 KB) that can be used to track agency purchases.

  1. Completing the online SAR form for fiscal year 2006/2007 (FY 06/07).

  • For FY 06/07, an e-mail (Adobe PDF, 28 KB | Word, 23 KB) was sent to purchasing contacts noting the change in the reporting process, and a letter (Adobe PDF, 39 KB | Word, 103 KB) was sent to executive directors noting directions on how to file the annual report.
  • The letter also requested all State agencies to enter a contact persons name within the SAR system.
  • To file the report, access the SAR system.
  • If you have questions, contact the CIWMB Local Assistance and Market Development staff person that is dedicated for your vicinity.
  • Due dates: The due date for the FY 06/07 SAR was November 30, 2007. The due date for subsequent FYs will be October 31.

  • Exception: The SAR for fairs and expositions is due by March 1st for the previous calendar year (i.e., the 2007 calendar year report was due by March 1, 2008).
