Program Responsibilities: Waste Compliance and Mitigation Program

Permitting and Local Enforcement Agency (LEA) Support Division

The Permitting and Local Enforcement Agency (LEA) Support Division is responsible for all of the Board's activities to implement statutory and regulatory requirements related to proper operation and permitting of solid waste facilities and proper permitting of tire facilities. The division provides training and technical assistance to local enforcement agencies, and other stakeholders associated with solid waste and tire facilities. The division also maintains the Board's Health and Safety Program.

The division consists of three branches: The Assistance and Permits North and South Branches focus on direct assistance to LEAs for compliance and to facilitate the permitting process, the LEA and Tire Training and Health and Safety Branch focuses on providing general support to LEAs and other stakeholders associated with solid waste and tire facilities, and also the Board's Health and Safety Program.

Assistance and Permits North and South Branches. The staff are assigned specific jurisdictions and act as the point of contact for all issues related to active facilities.

  • Provide direct assistance for the California Environmental Quality Act (CEQA), permitting, inspections and compliance to LEAs and assistance to stakeholders associated with solid waste facilities.
  • Review and make recommendations regarding solid waste facility permits.
  • Perform enforcement agency permitting duties for solid waste facilities in jurisdictions where no LEA is designated, and direct permitting duties for tire facilities statewide.

The LEA and Tire Training and Health and Safety Branch is responsible for general training and technical assistance to LEAs and solid waste and tire operators.

  • Coordinates the Annual Partnership Conference for Solid Waste Regulatory Partners.
  • Maintains the Board's Health and Safety Program.
  • Manages the Board's LEA Equipment Loan Program.
