21st Century Policy Project Phases

Phase One: Explore

• Understand the current state of waste management in California.
• Explore current and emerging waste management issues.
• Educate internal and external stakeholders regarding the issues.

Phase Two: Identify

• Identify an "issues framework" to expedite analysis.
• Identify possible scenarios for the future.
• Analyze alternatives, options, and possible approaches to address the issues and scenarios.

Phase Three: Craft

• Develop proposals for 21st century waste management policy.
• Specify goals and measures, and the role of the CIWMB in achieving them.
